Changes in regulations and guidelines on the development of recovery plans and early intervention
On 5 September 2016, FIN-FSA management group adopted an amendment of Regulations and guidelines 2/2015 “Development of recovery plans and early intervention, recommendations and guidelines”. The amendment incorporated the “EBA Guidelines on the provision of information in summary or collective form for the purposes of Article 84(3) of Directive 2014/59/EU” (EBA/GL/2016/03; 19/07/2016) in FIN-FSA regulations and guidelines. The EBA Guidelines are addressed to resolution authorities and financial institutions referred to in Article 4(1) of Regulation (EU) N:o 1093/2010. FIN-FSA recommends that the abovementioned institutions comply with the EBA Guidelines.
In the Guidelines, the EBA lays down how information received in connection with resolution can be provided in summary or collective form so that they do not enable the identification of individual credit institutions or entities. If the confidential information relates to fewer than three credit institutions, disclosure should be avoided.
