Updated workbooks and instructions for the RA data collection published | National reporting (Virati)

The updated data collection application and workbooks for the or the reporting of risks concerning the prevention of money laundering and terrorist financing and related controls (RA, Risk assessment questionnaire) are available for downloading in the Jakelu Distribution Service. The reference date of data collected is 31 December 2022. The reporting deadline is 28 February 2023.

The FIN-FSA will add account information service providers to the list of reporting groups of the RA data collection as of 1 January 2023.

Reporting institutions which have had either no activities in 2022 or customers subject to customer due diligence in accordance with chapter 3, section 2 of the AML Act must nevertheless submit a zero report.

The RA data collection changes:

Update of questions concerning residency for tax purposes / domicile / main location of business

Products and services, new questions

  • Are customers provided foreign currency exchange services? (credit institutions, payment service providers ja money remitters)
    Report whether the respondent provides foreign currency exchange services.
  • Report whether the respondent provides its customers with safety deposit box services? (credit institutions)
    Report whether the respondent provides its customers with safety deposit box services.
  • Are customers provided credit related to payment service? (payment service providers)
    Report whether the respondent provides credit related to payment service.

Organisation of activities and operating principles, new question

  • Is there an independent channel within the firm allowing its employees and agents to report suspected infringements of AML regulation?
    Report whether the respondent has an independent channel within the firm allowing its employees and agents to report suspected infringements of the AML Act and rules and regulations issued thereunder. Chapter 7, section 8 of the AML provides on the reporting of suspected infringements.

Customer due diligence procedures, questions to be removed

  • 810 Documents approved for initial verification of identity and methods used in connection with the identification

Customer due diligence procedures, new questions:

  • Methods used in the initial verification of identity
    Report which identity verification methods are used by the respondent in verifying the identity of the customer or its representative for or the first time within the meaning of chapter 3, section 2, subsection 1 of the AML Act. A strong electronic identifier and other electronic method mean methods referred to in chapter 3, section 11, paragraph 3 of the AML Act.
  • Documents approved for the initial verification of identity
    Report which identity verification documents are approved by the respondent in verifying the identity of the customer or its representative for the first time within the meaning of chapter 3, section 2, subsections 1 and 3 of the AML Act. An identifier/certificate refers to strong electronic identification under chapter 3, section 11, paragraph 3 of the AML Act.

In addition, the following questions have been clarified:

  • 820,1100 (all reporters)
  • 465-510 (money remitters)
  • 675, 678, 682 (investment firms, management companies, AIFM)
